called the General Meeting to order at 7:40 pm. Approximately 16 individuals
attended.

Announcements/Reminders
Tony
Maluski:

The May
General Meeting will be the last meeting until next September. Meetings for
June, July and August are not held due to summer vacation.
·
In response to a question that was raised in the
April General Meeting regarding the methodology for the recent raise in
homeowner and renters’ dues, a Motion was made to increase the membership dues
for homeowners and renters to $35.00 and $10.00 respectively. Dues for Sr.
Homeowner remains unchanged. The motion passed with one opposition.
Ivon DuPont:
- Ivon spoke regarding the proposed
Interstate 45 Project. Public meetings will begin late summer to early fall
and possibly as late as next year. TxDOT is re-evaluating all projects for a
pay-as-you-go capability.
- HGAC 2025 transportation plan require
paving over even more of Houston by creating “smart express” streets.
A public meeting is planted for May 19th at the Heights Library.
Various grass roots organizations are coordinating opposition plans.
Officer Reports
Adrian Reed:
- The Travis Expansion Project has been
pushed back to summer of 2005. Demolition and site abatement will continue.
Temporary buildings will be provided at Kettlesen.
- Travis PTA will been on May 20th
at 6:15 in the Travis school cafeteria. There will be a presentation by the
architect on the site plans. Plans are available at http://www.traviselementary.org/.
- Individuals concerned with preserving the
approximate 200 year-old tree at the corner of Florence & Redan should
contact Trees for Houston. The tree is in danger of being
destroyed in conjunction with the Travis Expansion Project.
- Adrian advised us that Adrian Garcia will hold a
public meeting in the near future regarding the Studewood
Project.
- The SWMP project is in CIP planning pending
the water tax.
- Adrian reported on the Target store planned south
of Interstate 10 at the Taylor exit. It is proposed at the old Bowen
Tool site.
Tony Maluski:
- Tony was introduced as the new Vice
President in charge of Deed Restrictions. Tony asked all residents to report
any new construction or remodeling to him. His email address is available on
the website.
- Tony discussed the existence of six
different deed restriction’s with differing guidelines that govern our
neighborhood. The deed restrictions are not intended to be architectural
controls (style, materials, etc).
- Tony offered to help any neighbors who live
in unrestricted neighborhoods by helping them start the deed restriction
process.
Sharon Greiff, Treasurer:
- Presented
the Balance Sheet as of April 30, 2004 showing a balance of $32,240.12.
- Sharon reported that 53%
of the neighborhood has applied or been approved for the prevailing lot
protection. 32% are final and are protected. The 200 block of Bayland has been
submitted to P&D.
Vicky Bettis, Recording
Secretary:
- Vicky
did not attend, however, the membership stands at $10,030 with 13.93%
participation.
Kris Koziol, Security:
- Kris was not in
attendance.
The speaker for September General Meeting was
Judge Mark Davidson, Judge Davidson who spoke on Great Characters in Texas
History. Judge Davidson reported
how people migrated to Texas to escape debt, arrest and even
marriages including Sam Houston and Stephen F. Austin. Consequently, our
founding fathers put an item in the Texas Constitution giving us homestead
protection.
A few “characters” Judge Davison spoke of
were:
- Edmund J Davis - the first republican
governor serving in 1869 during the reconstruction. In the 1872 election, he
lost with only 29% of the vote but refused to leave office. For two and
one-half weeks, Texas actually had two people claiming to be
governor.
- James Ferguson - the only governor in
Texas
history to be impeached. Since he was not eligible to run for office again,
his wife, Mariam, also known as “Ma” Ferguson ran for office defeating her
opposition, a member of the KKK.
- Wilbert “W. Lee” O”Daniel – previously a
floor salesman, he ran in a thirteen way race and secured 53% of the votes. He
was re-elected in 1940.
